More bins would stop this happening

When I suggested at last weeks council meeting that there were not enough rubbish bins in Reigate Priory Park. I didn't expect the ranting defensiveness that followed.

Joan Spiers, the leader of the Council, told me to tell my residents that they should take their litter home.

If a family buys some food in the town to have a picnic in the park, then decide to do some more shopping, or go to the cinema, are they supposed to carry their waste around with them?
